About this opportunity

The Bureau of Reclamation seeks no-till seeding services across approximately 383.8 acres at Lake Berryessa East Side Road in Napa County, California, with quotations due August 24, 2026. The procurement is a total small business set-aside under NAICS 561730 with a $9.5 million size standard.

Place of performance is along approximately 6 miles of East Side Road at Lake Berryessa near Napa, California, with equipment staging available at Eticuera Day Use Area. The work involves two sequential tasks following government-prescribed burns: targeted invasive species removal using mechanical methods and/or approved spot herbicide treatments, then no-till seeding using a 100% native grass and forb wildflower mix containing at least five species from a government-provided list. The contractor must provide all labor, supervision, native seed, equipment including a water truck, tools, and materials. Seeding must occur during October–November and achieve treated acreage within 3% of designated acreage. Post-treatment invasive cover must not exceed 20–40% of groundcover. Work hours are Monday–Friday during daylight hours (30 minutes before sunrise through 30 minutes after sunset), excluding federal holidays and rain events of 0.25 inches or more in 24 hours within the preceding 24 hours.

The period of performance runs October 1, 2026, through December 31, 2028. The contract is firm-fixed price with six line items: base seeding of Paddocks 1A & B, 2, 3, 4A & B, and 5, plus re-seeding CLINs for each individual paddock. Evaluation weighs technical approach, risk identification and mitigation, value-added ideas, relevant experience, past performance, and price. The contractor must hold a current California C-27 Landscaping License and submit a Work Plan and Quality Control Plan for government approval prior to commencing work. Contractor personnel must be U.S. citizens or legally admitted foreign nationals and may require PIV identification cards for site access. No performance or payment bond is required. A mandatory site visit was offered July 30, 2026, with additional dates available by arrangement.
