About this opportunity

The Air Force Materiel Command (AFLCMC), on behalf of Air Force Materiel Command, issued a Special Notice on August 18, 2026 announcing a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract award to Northrop Grumman Systems Corporation for continued procurement, engineering, integration, and sustainment of the Large Aircraft Survivability Systems (LAIRCM) program, with a response deadline of September 30, 2026 for the attached Justification and Approval document.

The new IDIQ contract (CY29-3X) succeeds the LASER-X vehicle (FA8638-19-D-0001) and covers acquisition and production of LAIRCM systems, subsystems, Line Replaceable Units, Shop Replaceable Units, consumables, technical manuals, and support equipment for the Department of Defense, other U.S. Government agencies, and Foreign Military Sales customers. Engineering work includes LRU upgrades, integration and retrofit support for new aircraft types, and sustainment activities such as interim repair, depot repair, and field service. The ordering period runs January 1, 2029 through December 31, 2033 (five years), with total performance through December 31, 2035. Anticipated funding flows from RDT&E, Aircraft Procurement, and Operation and Maintenance appropriations.

AFLCMC justified the sole-source award under 10 U.S.C. § 3204(a)(1), citing that NGSC is the incumbent original equipment manufacturer with over 30 years of experience and integration of LAIRCM into more than 1,200 aircraft across 85 platforms. Market research identified five potential competitors via Sources Sought Synopsis FA8638-25-R-0018, but analysis determined NGSC is the only source capable of meeting delivery schedules, Technology Readiness Level 7 and Manufacturing Readiness Level 9 standards, and December 2028 system compliance deadlines without unacceptable cost duplication. The justification document has been redacted to protect sensitive source selection information and Controlled Unclassified Information.
