About this opportunity

The U.S. Army Corps of Engineers, New England District is issuing a Pre-Solicitation Notice for a Blanket Purchase Agreement (BPA) to procure laboratory services for chemical analysis of environmental samples derived from dredged materials. The government seeks qualified contractors capable of furnishing all necessary labor, equipment, and supplies to conduct these analyses on an indefinite quantity basis. All responsible sources are eligible to submit quotations, though vendors must maintain an active registration in SAM.gov at the time of submission to avoid rejection as non-responsive. The solicitation documents, including detailed requirements, contract terms, instructions for submission, and the response deadline, will be available on or about March 5, 2026, exclusively through the Contract Opportunities website at www.sam.gov; hard copy requests via telephone, mail, or fax will not be accepted. Evaluation criteria and specific performance objectives will be detailed in the full solicitation when released.

The procurement carries no small business set-aside designation and permits competition from all qualified vendors within the Testing Laboratories and Services category (NAICS 541380). The government intends to award up to three separate Blanket Purchase Agreements from this single solicitation, each with a master limit of $250,000 over a 36-month period of performance, with individual BPA calls capped at $25,000 per transaction. No incumbent contractor is identified in this pre-solicitation notice. The government's obligation is limited to the extent of authorized purchases actually made under the BPA, meaning the maximum total commitment across all three potential awards would not exceed $750,000 unless additional calls are issued within the individual $25,000 call limits.
