Synopsis:


NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT:  
The Air  Force Technical Applications Center (AFTAC), Materials Technology (TM) Directorate, Patrick Air Force Base, Florida, Contracting Office, AMIC DET 2 OL/PKA (Patrick AFB FL) intends to solicit and negotiate with one source, Schafer Vallecitos Laboratories/Advanced Environmental Measurements (SVL/AEM).  The statutory authority for this acquisition is 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1 (b)(1)(ii), only one source is available for this acquisition for support of non-personal services for processing and analyzing particle samples. This effort requires a professional, multi-disciplined, scientific staff to use complex laboratory procedures and related techniques. It involves sustained and uninterrupted analysis (separation, manipulation, identification) of micron-sized particulate matter for the purpose of nuclear test ban treaty verification. Partcle analysis requires detection, isolation and analysis of particles; thermal ion mass spectrometry analysis; nondestructive screening of particles; secondary ion mass spectroscopy isotopic and elemental analysis; maintaining processing areas and clean rooms; description and characterization of sample particle isotope information morphologies and elemental/molecular compositions. The North American Industry Classification System Code (NAICS) is 541380 - Testing Laboratories with a size standard in dollars of $15M.


  

It has been determined that SVL/AEM is the only responsible source capable of providing this service.  No solicitation package will be issued.  This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fifteen (15) days of the issuance of this notice.  AMIC DET 2 OL/PKA (Patrick AFB FL) will consider responses received by 12:00 P.M., ESTon 16 February 2016.  Inquiries will only be accepted via email to Ms. Debbie Eppler at deborah.eppler@us.af.mil AND Ms. Charlotte Nelson, charlotte.nelson.1@us.af.mil.  No telephone requests will be honored.


 


A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
