About this opportunity
The U.S. Department of Health and Human Services Indian Health Service (IHS), Bemidji Area, intends to award an 8(a) sole-source, firm-fixed-price contract to Analytical Products Institute for laboratory proficiency testing services at Red Lake Indian Hospital in Red Lake, Minnesota, with a response deadline of October 25, 2026.
The anticipated contract period runs for a base year plus four option years, valued at $77,146.54 total. IHS invokes FAR 6.302-1 (only one responsible source) as its sole-source justification authority, citing API as the only vendor capable of providing proficiency testing programs for all test systems required by the Red Lake Service Unit laboratories. Proficiency testing is mandated for Clinical Laboratory Improvement Amendments (CLIA) compliance and The Joint Commission (TJC) accreditation. API, as a CMS-approved Proficiency Provider, delivers blind-sample testing materials, evaluation reports indicating acceptable or unacceptable performance, continuing education, technical support, and shipping. Market research confirmed limited vendors exist, with none possessing capability to serve all required test systems. The requirement must be fulfilled by December 1, 2026, to reserve proficiency testing material for the upcoming calendar year. This is not a competitive solicitation. Contact Mary Simon, Contract Specialist, at mary.simon2@ihs.gov. NAICS code 621511 (Medical Laboratories) applies; size standard is $41.5 million.
