About this opportunity

The Federal Highway Administration (FHWA), specifically the Federal Lands Highway Division, has issued a Special Notice announcing its intent to award a purchase order on a sole source basis to ExeVision for a Laboratory Information Management System (LIMS). This special notice, posted on December 23, 2025, is being issued under Federal Acquisition Regulation (FAR) Subpart 6.302-1(a), which permits sole source procurement when only one source is reasonably available. The FHWA has determined that ExeVision is the only vendor capable of meeting the agency's specific requirements for maintaining and supporting its current LIMS platform. The notice emphasizes that this procurement is not intended to solicit competitive proposals, though interested parties may submit capability statements to demonstrate their ability to perform the work.

The primary objective of this notice is to inform the contracting community of FHWA's intent to proceed with a sole source award while allowing other potential contractors to submit evidence that a competitive procurement should be conducted instead. The submission deadline for capability statements is January 7, 2026, with all inquiries directed to Sara Shlesinger at sara.shlesinger@dot.gov. Interested contractors must demonstrate the ability to provide seamless integration with the Federal Lands Highway Division's existing IT infrastructure and possess the necessary licensing agreements for products currently integrated into the operating system. ExeVision's deep integration into the agency's pre-existing tracking system and exclusive access to required licensing agreements form the basis for the sole source justification. The LIMS system is characterized as vital to the Department's mission-critical highway safety initiatives, making continuity of service and operational stability paramount considerations in this procurement decision.

Notice text

The Federal Highway Administration (FHWA), Office of Acquisition and Grants Management, on behalf of the FHWA Federal Lands Highway Division, hereby gives notice of their intent to award a purchase order to ExeVision on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1(a), as only one source reasonably available and no other supplies or services will satisfy agency requirements. The Federal Lands Highway Division requires a laboratory information management system (LIMS) to maintain access to its currently licensed hosting platform which provides a project-based tracking system utilized to organize data including laboratory samples and test results, while ensuring product support and patching updates integrate seamlessly into the existing IT infrastructure. ExeVision is currently the only vendor identified as possessing the requisite licensing agreements for the products and tools currently integrated into Federal Lands’ operating system, and is deeply integrated into the pre-existing ad-hoc tracking system as to result in significant and detrimental operational delays by implementing and transitioning into a new system. The LIMS system is vital to the Department’s conduction of mission-critical highway safety initiatives.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. All questions concerning this matter should be addressed directly to Sara Shlesinger at sara.shlesinger@dot.gov.
