This is a noncompetitive acquisition under 10 U.S.C. 3204(a)(1) based on sole-source justification.
Work encompasses routine sample analysis on approximately 9,400 whole air samples annually using gas chromatograph element assays; high-purity separation (99.9%) of noble gas and volatile organic compound fractions; Geiger-Mueller radiometry analysis with random uncertainty less than 0.5% (1 sigma); and Liquid-Scintillation beta spectrometry analysis completed within 24 hours of separation. The contractor must also provide custom software and hardware development, operations, calibration, and maintenance of Government-Furnished Equipment, with surge capacity to process 10 percent of yearly workload in a single month and maintain sample loss rates of 0.5 percent or less.
Prospective offerors must hold an active U.S. Nuclear Regulatory Commission Radioactive Materials License and operate a secure SECRET-rated facility with personnel cleared for Critical Nuclear Weapon Design Information (CNWDI) and Restricted Data (RD) access. Written capability statements are due by September 11, 2026, at 4:00 P.M. Eastern Time to james.fey.1@us.af.mil and danny.austin.3@us.af.mil.
