About this opportunity
The Louisiana Army National Guard is seeking qualified contractors to provide comprehensive maintenance services for Uninterruptible Power Supply (UPS) systems manufactured by EATON and Liebert across three facilities. The Department of the Army National Guard requires preventive maintenance inspections twice annually per UPS unit, 24/7 emergency technical support with a 4-hour on-site response commitment, and full warranty coverage for all parts, labor, and associated expenses. Originally requiring OEM-certified technicians exclusively, an amendment now allows qualified technicians with demonstrated UPS experience, with OEM certification only necessary for tasks requiring proprietary software or factory-specific tools. The government will evaluate proposals based on price fairness and reasonableness along with technical acceptability, using an acceptable/unacceptable determination process without negotiations planned. Interested vendors must submit their quotes by September 29, 2025, with any questions due by September 27, 2025, and all submissions must be made electronically to designated government contacts.
This procurement is designated as a total small business set-aside under NAICS code 541990 with a size standard of $19,500,000, limiting competition to qualifying small businesses. The contract will utilize firm-fixed pricing with specified labor rates of $28.60, $35.36, and $30.38 for Electronics Technician Maintenance I services at the three respective locations. Service delivery will occur at Jackson Barracks in New Orleans, Camp Beauregard in Pineville, and Camp Minden in Minden, Louisiana, with the period of performance spanning one base year from October 1, 2025, through September 30, 2026. All participating contractors must maintain active registration in the System for Award Management (SAM) and provide complete identification documentation including UEI, CAGE code, and Federal Tax ID numbers. The government expects to maintain a 95% acceptable quality level standard for both emergency response and routine maintenance activities throughout the contract duration.
