The Department of the Interior Fish and Wildlife Service seeks herbicide control services for Giant Salvinia and Cuban Bulrush treatment at Big Branch Marsh National Wildlife Refuge in Southeast Louisiana, with quotes due August 21, 2026 at 3:00 PM EDT and technical questions due August 14. This is a total small business set-aside under NAICS 115310 with a size standard of $11.5 million.
Place of performance is Big Branch Marsh National Wildlife Refuge in Southeast Louisiana. The contractor must mix and apply herbicide (12 oz/acre Flumioxazin, 96 oz/acre Glyphosate, 12 oz/acre NIS surfactant) provided by USFWS via foliar spray from boat to treat up to 300 acres within a designated 2,757-acre treatment focus area. The contractor must achieve 95% control of target species while limiting damage to non-target native aquatic plants to no more than 5%, with 100% coverage required. Work runs October 1, 2026 through February 27, 2027. Chemical applications are prohibited when temperatures exceed 95°F or precipitation is forecast within 6 hours. The contractor supplies all equipment, labor, water, mixing and loading apparatus, and personnel holding appropriate licenses and certifications. USFWS retains the right to reduce treatment acres. Contractor must provide 48 hours' notice before application, submit daily logs bi-weekly, GPS files of application paths, and ESRI-format shapefiles at project conclusion.
Award will be made on a firm-fixed-price basis. Evaluation uses best value trade-off methodology with technical capability and past performance combined weighted equally to price. Technical capability includes experience at comparable scales and locations, technical approach, complete submission of required forms, and no termination for fault or default within seven years. Past performance requires minimum three references with contact details. Quoters must submit equipment lists with pictures, herbicide product information, employee lists, pricing per acre, and completed Past Experience and References forms (Attachment 3). Service Contract Act wage determination 2015-5997, Revision 4 applies, with prevailing wage rates for St. Tammany County.
