About this opportunity

The Department of the Interior Fish and Wildlife Service seeks repair of a Convault gasoline tank at Southeast Louisiana Refuges Complex near Lacombe, Louisiana, with quotations due August 3, 2026. This is a Total Small Business Set-Aside procurement under FAR Part 12 with a small business size standard of $12.5 million.

Place of performance is Lacombe, Louisiana (61389 Highway 434). The work involves removing all fluid from the interstitial space, resealing the tank to prevent rainwater and condensation intrusion, vacuum testing to verify structural integrity, surface preparation through mechanical cleaning and high-pressure washing, vacuum-assisted sealing with three layers of specialized sealant penetrating up to six inches into concrete, professional painting to match factory colors, installation of new identification placards, and leak testing before return to service. Work shall be conducted Monday through Friday during daylight hours, 8:00 a.m. to 5:00 p.m., excluding Federal holidays (which require Refuge Manager approval). Performance period runs August 1 through September 30, 2026, with delivery required by September 30.

This is a firm fixed price commercial order under NAICS 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance (PSC J034). Award basis is Lowest Price Technically Acceptable. Evaluation factors include technical capability and demonstrated Convault tank repair experience, complete quote submission with SF 18, SF 30, past performance references, and price schedule, vendor responsibility (no termination for fault or default within seven years), and active SAM registration. Past performance is evaluated for acceptability and risk only, not for scoring. Site visits are not mandatory but strongly recommended and may be used as a technical capability factor. Service Contract Act wage determination 2015-5997 (effective May 13, 2026) applies to St. Tammany County, Louisiana. Electronic invoicing through Department of Treasury's Invoice Processing Platform is required. Contracting Officer is Merenica Banks; site visit contact is Eli Marjonen, (985) 640-3277.
