About this opportunity
The Department of the Air Force Air Mobility Command seeks procurement of L3 Harris brand-name PRC-163 dual-channel handheld radio systems and associated cables for Joint Base Lindsey Graham, South Carolina, with quotes due September 23, 2026 at 1:00 PM EDT. This is a total small business set-aside under NAICS 334290 (800-employee threshold).
The procurement comprises two AN/PRC-163 20M Radio Systems (P/N: RF-335M-HH001) with MIL GPS and associated cables, supplemented by software factory options for WREN TSM, speaker/microphones, adapter assemblies, USB and audio cable assemblies, lithium-ion battery packs, and two two-bay battery chargers—all in quantities of two each. Delivery is required 379 calendar days after receipt of order to Joint Base Charleston (DoDAAC F1M1G5). Place of performance is Joint Base Charleston, North Charleston, SC.
The brand-name restriction is justified because the AN/PRC-163 is the only NSA-certified dual-channel handheld radio supporting proprietary waveforms—SATURN, WREN, TSM, and PHANTOM WRAITH—required for secure, interoperable ground-to-air voice and data links during drop zone control operations. The dual-channel capability enables a single Drop Zone Controller to simultaneously manage local ground team coordination while maintaining long-range secure communications with incoming C-17A and other tactical aircraft. Without this system, the unit cannot conduct secure communications with inbound aircraft or achieve combat mission ready status.
This is an RFQ for commercial products under FAR 12.2, solicited via SAM.gov as a competitive brand-name acquisition on firm fixed price. Evaluation considers price (stacked and ranked lowest to highest with price realism analysis) and past performance graded on recency (within three years), relevance (334290 NAICS items), and scope. Quotes must remain valid for at least 45 days following closure. Submit written quotes only to SSgt Adrian Martell (adrian.martell@us.af.mil) and Jeffrey Krieger (jeffrey.krieger@us.af.mil). Amendments 1 and 2 (FA441826Q01010001 and FA441826Q01010002, posted September 21) specify supplemental equipment and part numbers and add the two-bay battery charger requirement.
