About this opportunity
The Federal Emergency Management Agency (FEMA) Community Survivor Assistance Section has published a Special Notice announcing its intent to procure L3Harris AN/PRC-160(V) Radio Assembly units and related accessory equipment on a sole source basis. This procurement is intended to provide a communications function refresh and upgrade to existing emergency communications systems operated by the Department of Homeland Security's Office of National Continuity Programs. The radios will serve essential communications functions during emergency situations and are anticipated to be acquired through a Firm Fixed-Price contract. The notice specifically identifies L3Harris Technologies, Inc. as the intended vendor for these radio assemblies. The procurement falls under the Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing NAICS category and involves Radio and Television Communication Equipment.
The primary objective of this Special Notice is to inform the market of FEMA's intention to award a sole source contract based on the unique capabilities of the L3Harris radio systems. The AN/PRC-160(V) is described as the only standalone solution providing Beyond-Line-Of-Sight communications without satellite dependency, while also being the sole High Frequency manpack radio meeting National Security Agency crypto-modernization standards. The procurement will be conducted under Simplified Acquisition Procedures authority, specifically citing that only one responsible source exists that can satisfy the agency's requirements. This is explicitly not a request for quotes, and the government reserves full discretion in its decision not to open the requirement to competition. The notice indicates that these radio systems are essential for emergency communications where space, mobility, and protection of system functions are critical priorities.
