About this opportunity
The U.S. Fish and Wildlife Service is soliciting manned helicopter spraying services to treat invasive phragmites and cattail species at Quivira National Wildlife Refuge in Kansas. This re-announcement of solicitation 140F0S25Q0030 requires contractors to demonstrate ownership or access to a manned helicopter and provide evidence of experience in wetland invasive species treatment using herbicides safe around wetlands. Vendors must show two satisfactorily completed projects treating over 50 acres of wetland habitat for invasive species within the last five years, including customer contact information for verification. The evaluation will be based on technical capability, past performance, and price, with the contract awarded as a firm fixed-price commercial services arrangement. The original proposal due date was July 25, 2025, but has been extended to July 30, 2025, with questions directed to Robert Sung at the Fish and Wildlife Service.
This procurement is designated as a 100% small business set-aside under NAICS code 115112 with a size standard of $9.5 million. The contract covers approximately 350 acres of treatment annually, with about 300 acres of new treatments and 50 acres of retreatments, spanning a base year plus four option years from August 1, 2025, through July 31, 2030. Work must be performed between August and October each year, with preferred treatment timing in late August through September using wind speeds of 10 mph or less. The contractor must use a helicopter equipped with a boom sprayer and apply herbicides with a 50-foot buffer around target patches, with government acceptance contingent on meeting specified work quality and completion percentages. Performance will take place at Quivira National Wildlife Refuge in Kansas, with refuge staff conducting inspections to verify work quality and completion rates.
