The contract will be awarded on a firm-fixed-price basis to the lowest-priced, acceptable, and responsible quoter, with award decisions made on initial quotations without discussions unless companies fall within the competitive range and discussions are deemed necessary. All submissions must be in English and formatted in MS-Word, MS-Excel, or Adobe Acrobat files not exceeding 30MB per submission.

The single unit procurement represents the extent of the scope, with the delivery timeline and warranty terms serving as critical performance metrics. Quotations are being accepted only through electronic submission to GSOKoror@state.gov, and incomplete proposals or those submitted after the deadline will not be considered for award.
