About this opportunity
The Department of State's U.S. Embassy in Kolonia issued Request for Quotation 19FM2025Q0004 for exterior repainting services at the Chancery Compound in Kolonia, Pohnpei, Micronesia. The procurement sought a contractor to perform comprehensive repainting of multiple structures totaling approximately 2,449 square meters, including the Chancery Building, Main CAC Exterior and Sally Port, Perimeter Wall/Fence, Utility Building & Meter Building, and Covered Carports. The work required extensive surface preparation including cleaning, crack repair, and primer application, followed by painting of concrete, masonry, and metal surfaces with specified coatings. The government intended to award to the responsible company submitting the lowest acceptable price, with evaluation based on initial proposals without discussions unless needed for companies in the competitive range. Originally, quotations were due July 31, 2025, at 4:00 PM Kolonia local time, but Amendment 0001 extended the deadline to August 4, 2025. However, Amendment 0002 subsequently canceled the entire solicitation due to a change in requirements.
This procurement did not utilize any set-aside designations and was open to all qualified contractors. No incumbent contractors or potential award values were specified in the available documentation. The contract was structured with a 100 working day performance period and required contractors to maintain registration in the System for Award Management (SAM). Key requirements included providing an English-speaking supervisor, compliance with safety regulations, and adherence to specific technical standards for surface preparation and painting. Performance was to take place at the U.S. Embassy Chancery Compound in Kolonia, Pohnpei, Micronesia, with a mandatory site visit originally scheduled for July 18, 2025. The solicitation required electronic submission of quotations in English with specific file format and size limitations, but ultimately became moot when the entire procurement was canceled in September 2025.
