About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 17 units of the KITE TERMINAL CONSO (NSN 7H-5930-016040750), a switching component that will be delivered to DLA Distribution facilities in New Cumberland, PA and Tracy, CA. The Government intends to conduct a sole source procurement under FAR 6.302-1 authority due to the uneconomical nature of acquiring data rights or reverse engineering the part, though all responsible sources may express interest and capability. The procurement falls under PSC category 5930 for switches and is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions. Interested parties have 45 days from the March 21, 2024 publication date to submit proposals, quotations, or capability statements, with commercial item alternatives accepted within 15 days. The solicitation has a due date of July 23, 2025, and the Government will consider all responses received within the specified timeframes at its sole discretion.
This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The notice references technical data package version 002 and reference number K10048482-524 for the specific items being procured. No incumbent contractor or current service provider is explicitly identified in the pre-solicitation notice. The Government has determined through market research that commercial acquisition procedures under FAR Part 12 will not be utilized for this procurement, though commercial item alternatives may still be considered if submitted within the 15-day window. The 17-unit quantity represents the total procurement requirement across both delivery locations.
