The project encompasses comprehensive electrical system modifications including load relocation, establishing a vital bus with backup power, and aligning HMI/PLC operations. The contract will be awarded using sealed bidding procedures under FAR Part 14, with the formal solicitation anticipated for release on July 29, 2025. Critical qualifications include using a switchboard manufacturer's Professional Electrical Engineer and a Master Electrician for installation, along with compliance with various regulatory standards including UFC, NFPA, and Air Force instructions.
This procurement is designated as a total small business set-aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19 million. The total performance period spans 421 days and includes multiple design submittal stages at 65%, 95%, and 100% completion with specific government review periods. Contractors must maintain strict facility access protocols due to the secure nature of the site and provide electronic as-built drawings along with comprehensive operations and maintenance documentation upon project completion.
