The solicitation, identified as RFQ number N0018925Q0257, is a combined synopsis/solicitation for commercial supplies using Simplified Acquisition Procedures. The procurement is for a single unit of the combination analyzer, which includes network analyzer, spectrum analyzer, and QuickCal capabilities, specifically to support satellite communication research and testing. Interested contractors must be registered in the System for Award Management (SAM) database and submit their quotes via email to Megan Halda by April 25, 2025, at 10:59 AM EST. Evaluation will consider factors such as price, technical capabilities, delivery timeline, and compliance with the specified requirements.

The estimated contract value is approximately $40,260.00 for the single analyzer, with a required delivery no later than June 1, 2025, to the Naval Academy in Annapolis, Maryland. The procurement is being conducted as a sole-source acquisition under FAR 13.501(a)(1)(ii), with Keysight Technologies Inc. identified as the preferred vendor due to the unique capabilities of their FieldFox analyzer. The equipment will be used for testing two new satellite antennas on the Rickover Hall roof and a 12-m antenna at Hospital Point, and will help restore the lab's ground station communication capabilities. The contract will be a firm-fixed-price arrangement, with Net 30 payment terms and FOB destination delivery specified.
