About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base is conducting a sources sought to identify vendors capable of supplying a digitally controlled VHF Communications Transceiver and VHF Data Radio (VDR) for KC-135 aircraft, with responses due by July 1, 2026. This is market research only, not a solicitation; responses are voluntary and create no contract obligation. The sources sought will inform both the acquisition method and determination of potential small business set-aside eligibility.
The transceiver must be civil-certified for commercial and military aviation and fit within a Collins Aerospace MMT-125 Modular Mounting Tray (part number 622-9670-002) with maximum dimensions of 3.44 inches height, 2.50 inches width, 14.12 inches depth, and 3.5 to 4.0 lbs weight. Mandatory functional requirements include extended frequency range of 118.000 MHz to 152.000 MHz with digitally selectable 25 kHz and 8.33 kHz channel spacing, minimum RF output power of 18 watts (up to 25 watts capability), and support for VDL Mode A, Mode 2, and CPDLC applications. The radio must perform Built-In Test capabilities with flight deck reporting and operate on 28 VDC aircraft power. Integration requirements mandate compatibility with legacy VDL Mode 2, CPDLC, ADS-C, ATIS, and ACARS applications through an ARINC 750 data interface compatible with existing CMU-4000/CMU-900 units, ARINC 429 high-speed I/O bus, CSDB tuning support, FAA and EASA approval for En-Route CPDLC, MIL-STD-810 and MIL-STD-461 compliance, and a 653-4005-002 Male-TL 66 connector. Businesses of all sizes are encouraged to respond; small business primes planning to use similarly situated entities must identify partner CAGE codes and small business size status.

Small business primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself.
To assist in market research and determination of any applicable small business set-aside for this effort, small businesses interested in priming this effort and planning to use “similarly situated entities” to meet the Limitations on Subcontracting, are requested to identify the name & CAGE Code of the specific firm(s) intending to partner/subcontract with to meet the stated requirements, as well as their small business size status under the NAICS that as the prime, you would assign for their workshare.
