About this opportunity

The United States Air Force Lifecycle Management Center at Tinker Air Force Base is conducting market research to identify sources for KC-135R/T Depot Level Maintenance, Unscheduled Depot Level Maintenance, Modifications, and Organizational Level/Intermediate Level Maintenance to supplement organic depot activities, with a Sources Sought Synopsis response deadline of April 24, 2026 and a virtual Industry Day scheduled for July 6, 2026.

This is a market research initiative, not a solicitation or RFP, and no contract will be awarded from this announcement. The Air Force is targeting businesses under NAICS 488190 and other capable firms, and both large and small businesses are encouraged to participate; joint ventures are not being solicited. The projected KC-135R/T fleet size is 350–375 aircraft. Estimated annual requirements include approximately 12 unplanned depot-level maintenance actions, 15 contract field team deployments, and 30 modification requirements. Services encompass scheduled and unscheduled aircraft inspections, engine and APU repair, drop-in maintenance, structural repairs, fuel system repairs, electrical and avionics troubleshooting, landing gear overhaul, and worldwide contract field team support for aircraft on ground situations. Contractors must establish working relationships with original equipment manufacturers to access necessary technical data and support. The contractor will not be responsible for parts supply or repair.

The resultant contract, if pursued, would be classified as a service contract subject to Service Contract Labor Standards and DFARS 252.223-7999. Contact Russell Watson, Contracting Officer, at russell.watson.5@us.af.mil (Contracting Office: 3001 Staff Drive, Suite 2AE86A, Tinker AFB, OK 73145-3015) to request Industry Day access by July 1, 2026, 5:00 p.m. central time. Controlled document access requires an active role in SAM.gov and an active DD2345 on file via the JCP website.
