About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center issued this sole-source justification notice for the repair and maintenance of KC-135 Inflight Refueling Shrouds (NSN 1680-01-441-6921), a critical aircraft component requiring specialized disassembly, cleaning, inspection, maintenance, upgrade, reassembly, testing, and finishing services. Mission Systems Davenport, Inc. (CAGE 72429) was determined to be the only qualified source capable of performing these repairs due to their exclusive possession of necessary technical data, specialized equipment, and proprietary repair processes, with market research and a Sources Sought Synopsis confirming no alternative vendors could meet the requirements. The Air Force estimated that developing an alternative source would require approximately seven years and cost an estimated $150 million, making the sole-source award the most economically prudent decision for maintaining aircraft readiness. The contract, awarded as FA811925D0009 on October 1, 2025, is a five-year requirements-type agreement valued at $723,833, consisting of a basic year plus four one-year option periods with a potential six-month extension. This sole-source justification was posted on October 23, 2025, and addresses the Air Force Sustainment Center's critical need for specialized repair capabilities to support ongoing KC-135 operations.
