About this opportunity

The Kansas City District of the United States Army Corps of Engineers (USACE) is seeking a construction contractor to build four closure structures across railroad tracks in the Kansas City levee system. The project involves constructing two stoplog and two sandbag closure structures located on both sides of Union Pacific Railroad bridges crossing the Armourdale and Central Industrial District Levee Units. Key contract requirements include fabricating stoplogs, constructing floodwalls, performing a test-fit of stoplog components, and obtaining necessary railroad track approvals for construction activities. The contractor will need to develop detailed construction submittals, including a phasing plan and temporary shoring plans, and must be prepared to conduct flagging operations for all activities within 25 feet of railroad tracks. While specific evaluation criteria are not explicitly detailed in the pre-solicitation notice, contractors will likely be assessed on their ability to meet complex infrastructure construction requirements and coordinate effectively with railroad operations.

The opportunity is designated as a total small business set-aside, indicating that only small businesses are eligible to compete for this contract. The project involves constructing stoplog storage structures on each levee unit and will require intricate coordination with Union Pacific Railroad for track outages and construction approvals. The contract is categorized under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC category Y1LB for construction of highways, roads, streets, bridges, and railways. The pre-solicitation notice was posted on April 7, 2025, with responses due by May 5, 2025, suggesting a relatively tight timeline for potential bidders to prepare their proposals. While specific budget or award values are not specified, the complexity of the project involving multiple closure structures, floodwall construction, and railroad track interactions suggests a significant infrastructure investment by the federal government.

Notice text

The Kansas City District, United States Army Corps of Engineers (USACE), has a need for the construction of four closure structures (two stoplog and two sandbag) located on both sides of two Union Pacific Railroad (UPRR)-owned bridges crossing the Armourdale (ARM; West side of the Kansas River) and Central Industrial District (CID; East side of the Kansas River) Levee Units. The south bridge (UPRR #3) contains two sets of railroad tracks: Mainline Track No. 1 and Mainline Track No. 2. The north bridge (MOPAC) contains two sets of railroad tracks: Track No. 3 and Track No. 202.Floodwalls are to be constructed to the north and the south of the closure structures and tie into existing floodwalls on the ARM side. Closure structures on the CID side connect to earthen levees. Stoplogs and all stoplog components need to be fabricated for the project, and once construction of the stoplog closure structures is complete, a test-fit of the stoplogs across Mainline Track No. 1 and Mainline Track No. 2 is required. To facilitate construction and test-fit of the stop logs, UPRR will require the approval of construction submittals, including a phasing plan, temporary shoring plans, and obtaining temporary track outages. Construction will require flagging operations for all activities within 25 feet of the track or if equipment has the potential to foul track.Stoplog storage structures to store all stoplog components also need to be provided on each levee unit.
