About this opportunity
This notice announces the Kansas City District's intent to solicit bids for construction services to remove lead-based paint and repaint the steel superstructure of a bridge at Kanopolis Lake Project in Marquette, Kansas. The Army Corps of Engineers will evaluate proposals in accordance with FAR Part 13 for an effort estimated between $1 million to $5 million to be completed within 180 calendar days. No pre-solicitation conference is planned but an organized site visit will be detailed in the forthcoming solicitation.
This will be a total small business set-aside conducted under NAICS Code 238320 for painting and wall covering contractors. Proposals are due at the time specified in the solicitation expected to be available within 60 days. Offerors must register in SAM and maintain an active registration to be considered for award. A 20% bid bond or $3 million maximum will be required and payment and performance bonds of 100% of the awarded contract value must be furnished before work can begin.

The US Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) solicitation for construction activities to remove an existing lead based paint system on the steel superstructure of a bridge, the bearings and handrails; the cleaning and preparation of the metal surfaces; the furnishing, application and protection of the paint coatings; the protection from paint of all surfaces not to be painted; and repainting the bridge with a tested and approved paint system at Kanopolis Lake Project in Marquette, Kansas. It will be evaluated in accordance with FAR Part 13.
In accordance with FAR 36.204 and DFARS 236.204, the estimate magnitude if this construction project is: Between $500,000 and $1,000,000.
This procurement is a competitive small business set aside utilizing the North American Industry Classification System (NAICS) Code 238320 (Painting and Wall Covering Contractors).
The estimate performance period for completion of construction is 180 calendar days from the Notice to Proceed (NTP).
At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-Solicitation Conference, the Pre-Solicitation Announcement will be modified accordingly.
There will be an organized site visit planned for this solicitation. The details will be included in the solicitation.
Proposal Bonds shall be in the amount of 20% of the proposal price or $3,000,000.00, whichever is lesser of the two values. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued.
Proposals will be due the day and time specified in the solicitation. The solicitation is expected to be available within the next 60 days.
