The National Park Service seeks annual coconut tree pruning, removal, and disposal services at Kalaupapa National Historical Park on Molokai, Hawaii, with quotes due June 2, 2026 (amended from May 25). This is a Total Small Business Set-Aside under NAICS 561730, Landscaping Services.

Place of performance is Kalaupapa National Historical Park, Island of Molokai, Hawaii. Work comprises one base year (July 1, 2026 through June 30, 2027) with two one-year options through June 30, 2029. The contractor must prune approximately 200 mature coconut trees annually (35–75 feet tall) using traditional rope and climbing spike methods only—bucket trucks and mechanical lifts are prohibited. Green fronds must be trimmed only below the horizontal plane. The contractor must also fell and remove up to 10 designated trees annually using controlled sectioning and ropes. All trimming tools must be disinfected between trees when disease is suspected. The contractor is responsible for legally disposing of or composting approximately 20 tons of green waste annually outside Kalaupapa, with documentation of disposal provided to NPS. Performance allows no more than three validated defects per year per task, assessed via 100 percent inspection. Work hours are Monday–Friday, 6:00 a.m. to 4:30 p.m. Hawaii Standard Time (extended to Saturday during annual barge week).

The contractor must obtain all required federal, state, and local licensing and permits, including DOH access permits obtained at least five business days in advance. Personnel must comply with Kalaupapa Settlement regulations protecting Hansen's disease patient privacy and dignity. The contractor must arrange and pay for all personnel lodging (approximately $20 per person per night at DOH shared facilities on space-available basis) and provide all food and personal provisions. NPS furnishes a dump truck or trailer, backhoe tractor, push stump grinder, permits, transportation to job site, and round-trip barge transportation for contractor equipment at no additional cost. Evaluation criteria are price, technical capability, and past performance (recency, relevancy, and quality). Offerors must submit at least three relevant past performance references from work completed within the past five years and explain their self-performance and subcontracting approach.
