About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICA) has issued a Special Notice for the Kaiserslautern Installation Support Services (KISS) Multiple Award Contract (MAC). This is an Indefinite Quantity Indefinitely Delivery (IDIQ) acquisition program designed to address service requirements for the 86th Civil Engineer Group in the Kaiserslautern Military Community (KMC). The contract will cover comprehensive maintenance services including facility management, real property maintenance, grounds maintenance, custodial services, and housing maintenance. The 700th Contracting Squadron (700 CONS) is hosting a virtual pre-solicitation conference on December 9, 2024, to provide potential contractors an opportunity to receive information and offer feedback on the upcoming solicitation. Interested vendors are highly encouraged to participate in this conference.
Contractors interested in the KISS program must be licensed to operate in Germany and prepared to provide complete management, supervision, labor, facilities, and materials for task order-based services. The anticipated solicitation release is scheduled for January 2025, with a potential contract award in September 2025, and a 10-year ordering period with a $175.5M ceiling value. To participate in the pre-solicitation conference, vendors must email the government points of contact (Ms. Fabiana Benkel and Ms. Shataya Butler) by December 4, 2024, to receive the Microsoft Teams meeting link. The source selection will use a Highest Technically Rated Offeror (HTRO) method with a Minimum Technical Threshold Rating (MTTR), and the government plans to make multiple awards to offerors meeting or exceeding the technical threshold. The contract will primarily involve work during standard business hours, with emergency response times ranging from 30 minutes to 1 hour, and task orders can be either firm fixed price or cost-type.
