About this opportunity
The Department of Veterans Affairs (VA), specifically the Network Contracting Office (NCO) 8 located at the Malcom Randall VA Medical Center in Gainesville, Florida, has issued a Special Notice announcing its intent to award a sole source procurement to Welch Allyn, Inc. The notice pertains to a firm-fixed-price contract for a proprietary software update to the existing Welch Allyn ConnexA Vital Signs Monitoring System. The specific focus is on updating the Modified Early Warning Score (MEWS) module, which provides automated scoring of patient vital signs data. Welch Allyn is identified as the sole manufacturer and distributor of this update, holding exclusive rights to the proprietary software and integration components. The procurement is being conducted under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), which allows for single-source solicitation.
The primary objective of this Special Notice is to obtain a specialized software update that enhances patient care by enabling early detection of patient deterioration through automated vital signs scoring. Contractors interested in providing an alternative solution must submit written notification to the Contracting Officer, John H. Shultzaberger, by May 5, 2025, at 16:00 PM EST. Any responding firms must provide detailed evidence demonstrating their ability to meet the requirement without invalidating existing system warranties or compromising system performance. The VA emphasizes that this notice is not a request for competitive quotes, and any determination to compete the procurement remains solely at the government's discretion. Welch Allyn's unique position as the exclusive provider of this MEWS software update significantly narrows the potential for competitive alternatives. The notice is categorized under NAICS code 541519 (Other Computer Related Services) and PSC code K059 (Modification of Electrical and Electronic Equipment Components).
