About this opportunity
The Naval Supply Systems Command, Department of the Navy, has issued a Sources Sought Announcement to identify vendors capable of upfitting two NCIS Electronic Storage Detection (ESD) K9 SUVs with specialized safety and security features. The procurement involves comprehensive vehicle modifications including window tinting for concealment and temperature control, siren and light controllers for law enforcement lighting operation, front and rear emergency lighting systems, console and docking stations with lockable compartments, K9 safety inserts with ventilation and heat alarm systems, and secure rear cargo storage areas. The upfit specifications are designed to meet established ESD K9 best practices in the Commonwealth of Virginia and include detailed technical requirements such as 15% window tint, Cencom Core amplifier control modules, Whelen LED emergency lighting with scan-lock flash patterns, VSX consoles, and premium cargo area packages supporting 200 pounds. The agency is seeking vendor input on alternative Product Service Codes (PSC) or North American Industry Classification System (NAICS) codes for this specialized law enforcement vehicle modification project. The Sources Sought notice was posted on July 8, 2025, with responses due by July 15, 2025.
This procurement opportunity does not utilize any set-aside designation and is open to all qualified vendors. The solicitation number is N63285-25-SSA-0013 and specifically targets two Ford Expedition SUVs for modification. The document does not identify any incumbent contractors or provide specific budget ranges for the anticipated award. The technical specifications indicate this is a specialized law enforcement vehicle modification requiring precise installation of safety equipment, emergency lighting systems, and K9 transport safety features. The timeline for vendor responses is relatively short, with only one week between the posting date and the submission deadline. The agency's request for alternative classification codes suggests they may be seeking broader industry input to ensure appropriate vendor outreach for this specialized requirement.
