THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD:

The United States Department of Agriculture (USDA) Animal Health Inspection Service (APHIS) Plant Protection Quarantine (PPQ) located in Carolina, PR intends to issue a noncompetitive contract to Hospital Veterinario Vistamar of Carolina, PR for K-9 Boarding services.


This purchase will be under the statutory authority permitting Other than Full and Open Competition 41 U.S.C. 253( c )(1) FAR 6.302-1 which states; The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs.


Provide boarding and feeding to two canines in support of the K9 program in Puerto Rico for the United States Department of Agriculture (USDA), Animal Plant and Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) facility located at 150 Jose Santana BLDG C-2 Warehouse #3 Carolina PR. 00979.
Boarding and feeding for two (2) Beagle Dogs is to be provided daily but no other service are required unless requested by a USDA K9 officer if it's a life threatening situation.


Contractor Requirements
All boarding services shall be done daily on a 24 hours 7 days basis. Access to the dogs will be provided during the contractor regular working hours but any schedule deviation preventing the officers from reaching the dogs should be notified with two weeks anticipation. Food should be of high quality in accordance to the dog's size and approved by the K9 officer. Feeding must be twice a day. Dog grooming and washing must be available but it needs to be scheduled with the officer. Resting cages should be cleaned periodically and should not be overcrowded.


The USDA intends to issue a commercial firm-fixed price contract for this requirement.
This Notice of Intent is not a request for proposals or quotations. No solicitation documents are available and telephone requests will not be honored. A determination by the Government not to compete this proposed action is based upon responses to this notice and is solely within the discretion of the Government.


However, if a firm believes it can meet the requirements it must furnish information about its products, pricing and specifications, as well as three (3) references for other customers who are using these products to the Contracting Specialist by 10:00 am Mountain Time (MT) on or before the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. All information submitted should support the capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.
