About this opportunity
The Department of Defense Education Activity (DoDEA) is soliciting information regarding commercial, off-the-shelf (COTS) curriculum and transition education programs designed for PK-12 students with moderate-severe cognitive disabilities. This Request for Information (RFI) is intended to gather market research and planning data rather than to solicit formal proposals or quotes. Interested contractors must submit responses by December 23, 2025 at 1:00 PM EST. The curriculum must be age and developmentally appropriate for the target student population. It is important to note that this RFI is non-binding, and the government will not reimburse respondents for any costs incurred in preparing their responses. Potential contractors should monitor SAM.gov for any future Request for Quote (RFQ) that may be issued based on information gathered through this RFI process.
This procurement carries no set-aside designation, meaning it is open to all qualified vendors. The pre-solicitation notice does not identify any incumbent contractors or current service providers. While specific award values or budget ranges are not disclosed in the synopsis, the government has attached a non-binding price estimate spreadsheet for contractor reference. The exact quantity of curriculum materials, number of students to be served, or implementation timeline has not been specified in the notice. Contractors responding to this RFI should be prepared to demonstrate their capability to deliver comprehensive, evidence-based curriculum solutions that address the unique educational and transition planning needs of students with moderate-severe cognitive disabilities across the entire pre-kindergarten through twelfth-grade spectrum.
Notice text
The Department of Defense Education Activity (DoDEA) seeks information on how an interested contractor could provide a commercial, off-the-shelf (COTS) age and developmentally appropriate curriculum and transition education for PK-12 students diagnosed with moderate-severe cognitive disabilities.
This Request For Information (RFI) is issued solely for information and planning and does not constitute a request for quote (RFQ) or a promise to issue an RFQ in the future.
Although your company’s response to this RFI is greatly appreciated, the Government will not pay for any information or administrative costs incurred in response to this RFI; i.e., all costs associated with responding to this RFI are solely the responder’s responsibility.
Not responding to the RFI does not preclude a company from responding to a future RFQ. IF an RFQ is released, it will be synopsized on the SAM.gov website. Potential responders are responsible to monitor the site for additional information pertaining to this requirement.
We request your response no later than Tuesday, December 23, 2025 at 1:00 PM EST.
For additional information, please see the attached RFI.
