About this opportunity

The Department of Defense Education Activity (DoDEA) is soliciting K-1 digital reading intervention resources to support literacy programs across 161 schools serving approximately 66,000 children of active-duty military and Department of Defense civilian families. The procurement requires commercial-off-the-shelf (COTS) intervention materials including eBooks with audio capabilities, videos, digital teacher guides, comprehensive assessments, and technical support services for a 12-month period beginning August 3, 2026. Key contract requirements include correlation of all materials to College and Career Ready Standards (CCRS) grounded in research-based best practices, support for differentiated instruction including students with disabilities and multilingual learners, culturally responsive content, and compatibility with DoDEA's learning management systems (Schoology and Google Classroom) and ClassLink single sign-on platform. Technical qualifications mandate FedRAMP Level 2 compliance, Section 508 accessibility standards, SCORM compliance, IMS Learning Tools Interoperability (LTI) conformance, and encryption standards including TLS and AES-256. The performance standards require 100% correct correlations, acknowledgment of technical support requests within two hours with 90% resolution within one business day, and 24/7/365 resource availability. The pre-solicitation notice was posted on April 7, 2026, with a due date of April 17, 2026, and the solicitation is expected to post on or about April 20, 2026, with an anticipated award date of May 30, 2026.

This procurement is designated as an 8(a) sole source set-aside with Benchmark Education Company identified as the incumbent vendor. The requirement is a bridge action intended to maintain continuity of instruction while a full and open competition is planned for fiscal year 2027; market research conducted from December 2025 through February 2026 concluded that no other small business sources could provide the required integrated resources without creating operational risk and potential disruption to student outcomes. The contract will be awarded as a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) agreement under FAR Part 12 simplified acquisition procedures with applicable NAICS codes 611710 (Educational Support Services), 513130 (Book Publishers), and PSC U009 (Education/Training - General). The requirement supports approximately 120 reading specialists serving 176 K-1 classrooms, with expectations that enrollment will remain level or slightly decline over the next five years. Contractors must be registered in the System for Award Management (SAM) under one of the specified NAICS codes prior to submitting quotes and must deliver materials within three business days of receiving delivery orders.

Notice text

Market research was conducted in accordance with FAR Part 10 to identify potential sources capable of providing K-1 digital reading intervention resources. While multiple vendors exist within the marketplace, the current requirement is being fulfilled by Benchmark Education Company, whose resources are fully integrated into DoDEA's instructional framework. Due to the immediate need to maintain continuity of instruction and prevent disruption to ongoing literacy programs, transitioning to alternate vendor at this time would result in operational risk, including delays in service delivery, retraining requirements, and potential impacts to student outcomes. Market research was conducted from December 2025 through February 2026  through review of acquisition history , product literature, SAM. gov, SBA Dynamic Small Business Search (DSBS), and consultation with the requiring activity. The research did not identify any small business sources capable of providing the required K-1 Reading Intervention Resources. The incumbent vendor is the only identified source with access to the required materials. A sole source bridge action is recommended to ensure continuity of services while a full and open competition is planned for FY27. Supporting justification documentation will be included in the contract file.
