About this opportunity

The Defense Information Systems Agency (DISA) is preparing to solicit a 10-year IDIQ multiple-award contract for the Joint Warfighting Cloud Capability Unified Cloud Marketplace (JWCC UCM) hyperscaler tier, with questions on the draft Performance Work Statement due June 1, 2026. This is the first contract in a tiered marketplace structure; DISA will address the Everything-as-a-Service and Commercial Innovators tiers in separate future solicitations.

The contract will establish a global, multi-vendor cloud infrastructure supporting IaaS, PaaS, and SaaS across unclassified and classified environments at Impact Levels 2, 4, 5, and 6, with security classification from Unclassified through TS/SCI. Cloud Service Providers must be U.S.-based hyperscalers holding DoD authorizations capable of delivering secure, worldwide access and supporting denied, degraded, intermittent, or limited-bandwidth operations.

Performance requirements span six task areas: (1) Program Management, requiring a Program Manager with 15 years of complex IT program experience and a Technical Subject Matter Expert with 10 years of cloud design and security expertise; (2) Operations, mandating at least two U.S. data centers at award expanding to three within 18 months with geographic dispersion of at least 400 miles, plus a JWCC Console with GUI, CLI, and API interfaces; (3) Fortified Security, requiring Zero Trust architecture and FedRAMP or DoD Provisional Authorization; (4) Integration and Interoperability with fully functional APIs at all classification levels; (5) Data Transfer and Portability; and (6) Centralized Management with near-real-time billing. All cloud service offerings must maintain service parity with commercial offerings at or below commercial rates, with new services deployable within 24 hours.

Questions on the hyperscale PWS only should be submitted via the provided spreadsheet to Megan Toennies and Maya Beckemeyer at DISA.

Update #2 · Latest ·

Joint Warfighting Cloud Capability (JWCC) Next, now known as JWCC Unified Cloud Marketplace (UCM), will function as a single, unified solution that supports the consumption of all provisionally authorized (PA) cloud service offerings (CSOs) from approved cloud service providers (CSPs)—not limited to the current hyperscalers. To achieve this efficiently while preserving security, compliance, and operational integrity, the solution will be structured as follows:

- Tier 1 – Hyperscalers: Core infrastructure and platform services from established large-scale CSPs

- Tier 2 – Everything-as-a-Service (XaaS): Includes Software-as-a-Service (SaaS), Platform-as-a-Service (PaaS), and non-hyperscale Infrastructure-as-a-Service (IaaS)

- Tier 3 – Commercial Innovators & Small Businesses: Innovative, agile, and non-traditional cloud offerings from emerging providers and small businesses that meet PA standards

This approach will create a comprehensive marketplace that promotes competition, accelerates access to cutting-edge capabilities, and ensures qualified industry partners can participate equitably.

The draft Performance Work Statement (PWS) included within this posting supports the first phase in this multi-step approach and is for the JWCC hyperscale contract only. Additional information regarding Tier 2 and Tier 3 will be forthcoming at a later date.

At this time, the Government will accept questions regarding the JWCC hyperscale PWS only. Questions are due NLT June 1, 2026 at 2:00pm CT to Megan Toennies (megan.c.toennies.civ@mail.mil) and Maya Beckemeyer (maya.r.beckemeyer.civ@mail.mil) and shall be submitted using the Q&A spreadsheet provided.
