About this opportunity

The Army Contracting Command Aberdeen Proving Ground has awarded a $499 million, five-year non-competitive contract to the University of Alaska Fairbanks for renewal of the Geophysical Detection of Nuclear Proliferation University Affiliated Research Center on a sole-source basis.

The justification cites Title 10 U.S.C. 3204(a)(3) and FAR 6.103-3(b)(2), establishing that UAF uniquely qualifies as the only responsible source due to its 80-year institutional foundation, the Poker Flat Research Range, Alaska Satellite Facility, integrated geophysical laboratories, and deepest repository of high-latitude geophysical signatures required for nuclear treaty verification, geophysical measurement and signature intelligence, geospatial intelligence, and basic geophysical research. A market research Sources Sought notice posted June 12–22, 2026 yielded four small-business responses, none possessing the required integrated capabilities. Duplicating UAF's capabilities would require an estimated $65 million and create a 3–5 year capability gap. The 2025 Comprehensive Review, completed March 23, 2026, formally revalidated UAF's designation, confirming maintained specialized laboratories, cleared facilities, and retained subject matter experts.

The contract is structured as a hybrid Cost-Plus-Fixed-Fee (Completion) and Firm Fixed Price, single-award Indefinite-Delivery Indefinite-Quantity vehicle, incrementally funded using Operation and Maintenance and Research, Development, Test, and Evaluation appropriations. Place of performance is Fairbanks, Alaska, with administrative oversight by the U.S. Army Research Laboratory at Aberdeen Proving Ground, Maryland, acting on behalf of NORAD-USNORTHCOM at Peterson Space Force Base, Colorado. The Government reserves the right to conduct five-year comprehensive reviews to identify opportunities for transitioning mature work to competitive awards.
