About this opportunity

The General Services Administration seeks to award a sole-source, firm-fixed price contract to AECOM Technical Services to provide architectural and engineering design services for officer posts and entry control points at the White House Complex in Washington, D.C. The design services contract would be for a period of 220 calendar days. The procurement will utilize other than full and open competition based on the determination that AECOM is the only company capable of meeting the specialized security requirements for the project location. The solicitation will be available on SAM.gov from March 3 to March 18, 2023, with inquiries regarding the solicitation directed to the specified contracting specialist by email.

While no set-aside designation will be used for the sole-sourced design contract, the subsequent construction phase will be competed on a full and open basis, with the potential for a small business set-aside. The NAICS code for the design work is 541310 and the PSC code is R425. The place of performance will be Washington, D.C. at the White House Complex.

Notice text

The General Services Administration has a need to procure architectural and engineering (A/E) services for the White House Complex at Washington DC 20506.

This procurement will be sole-sourced under the statutory authority permitting action utilizing other than full and open competition based on the determination that there is only one responsible source and no other supplies or services will satisfy agency requirements as implemented in FAR 6.302-1 and 41 U.S.C. 3304(a)(1).

The Government does not plan to solicit other sources due to the determination made in attached posted justification other than full and open competition (JOFOC).

It has been determined that even though the design component of the design-bid-build was other than full and open, that the construction phase will be competed full and open and if capable and responsible small business interests are available then it may be set-aside for small business competition.
