About this opportunity
The Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) has issued a Justification for Exception to Fair Opportunity for a Task Order supporting the Quality Payment Program (QPP). The task order, valued at $3,600,000, will be awarded to General Dynamics Information Technology (GDIT) on a sole-source basis to continue critical support for managing Merit-based Incentive Payment System (MIPS) measures, Value Pathways, and Improvement Activities. The justification is prompted by a protest of a previous award, with CMS seeking to ensure continuity of services critical to clinician payment reporting and quality measure development. The task order's primary objectives include supporting clinicians reporting data for incentive payments, responding to service center tickets, and maintaining a repository of approximately 1,300 quality measures used for payment modeling. The period of performance spans from April 15, 2025, to October 14, 2025, consisting of a 4-month base period with two 1-month option periods, and is structured as a Cost Plus Fixed Fee (CPFF) type contract. GDIT, the incumbent contractor since 2019, is deemed most capable of providing immediate, uninterrupted support to meet statutory reporting deadlines.
