About this opportunity
The National Aeronautics and Space Administration (NASA) has issued a Special Notice for a Justification for Other Than Full & Open Competition (JOFOC) related to the Solutions for Enterprise-Wide Procurement (SEWP) V contract. The notice concerns a proposed 6-month extension of the current SEWP V contract, with the potential for two additional 3-month options, ultimately extending the ordering period to April 30, 2026. SEWP V is a Multiple Award Government-wide Acquisition Contract (GWAC) that provides IT solutions to NASA and federal agencies across the government. The current program supports over 140 contract holders, with more than 100 being small businesses, and processes approximately 50,000 orders annually totaling $10 billion. The extension is necessitated by the complex SEWP VI acquisition process, which has generated unprecedented industry interest with over 6,800 questions submitted.
The primary objective of this Special Notice is to secure a contract extension due to unusual and compelling urgency, preventing potential disruption to federal IT procurement capabilities. The extension aims to maintain continuity of service and protect the interests of federal agencies and small businesses that rely on the SEWP V contract vehicle. The proposed extension would have an estimated value of approximately $12 billion for the 12-month period, while maintaining the original Individual Indefinite Delivery/Indefinite Quantity (IDIQ) maximum contract values of $20 billion each. Contractors currently holding SEWP V contracts would continue to be eligible to operate under the extended terms. The justification emphasizes the critical nature of the extension, highlighting potential negative consequences such as loss of a Best in Class contract vehicle, financial injury to dependent agencies, and disruption to the SEWP Program Management Office operations. Small businesses are particularly important to this extension, as they generate 80% of the awards under the current contract.
