About this opportunity

The GSA Federal Acquisition Service issued a Limited / Sole Source Justification Notice to extend OASIS Small Business Pool 1 contracts for a Countering Weapons of Mass Destruction Support (CWMDS) task order for USSOCOM. The extension allows for a 30-day period from December 19, 2024 to January 18, 2025, with an additional 180-day contingency option for potential protest resolution, covering a task order estimated at $53 million. The justification was triggered by delays caused by Hurricanes Helene and Milton, which impacted the evaluation schedule, and aims to prevent mission impacts to USSOCOM's critical CWMD capabilities while avoiding wasting $271,000 in already incurred acquisition costs. Three contractors submitted proposals under the task order (TORFP #47QFCA24R0048), which requires subject matter expertise in CWMD operations, information management, planning, training, exercises, readiness, and intelligence support across all warfare domains. The extension is justified under FAR 6.302-2 for Unusual and Compelling Urgency, with the specific contractors who submitted proposals remaining the only eligible vendors for the task order award.

Notice text

This justification supported the extension of the OASIS 8(a) contracts for offerors to the USSOCOM Countering Weapons of Mass Destruction (CWMD), TORFP 47QFCA24R0048 by 30 days from their current ordering period, which expired on December 19, 2024, to a new ordering period end date of January 18, 2025. This extension allowed for TORFP evaluations to conclude and placement of the task order identified in this justification to be finalized. An additional 180-day ordering period "contingency option" was included in the extension to accommodate protest resolution should a protest be filed against the task order. If a protest is filed and the outcome requires the issuance of a new solicitation (not an amended TORFP), the ordering contracting officer will NOT be able to utilize OASIS 8(a) for the recompete. The 180-day contingency option period may be exercised, if needed, only to allow ample time for the protest and any corrective action to be resolved.

The specific contractors listed in the attached justification and submitted TORFP proposals remain the only contractors eligible for task order award. The TORFP was issued and competed among all OASIS SB  Pool 1 contractors, and proposals were received prior to the contracts' original ordering period date of December 19, 2024. All contractors who responded to the TORFP are subject to the individual extensions documented herein.

Awarded contract 47QFCA24R0048 to unknown vendor for unknown amount on 2024-12-19.
