Update #1 ·

The USACE, Engineer Research and Development Center (ERDC) intends to award a sole source contract to Kitware, Inc., 28 Corporate Drive, Clifton Park, New York, 12065-8688. The statutory authority permitting the procurement of this requirement by other than full and open competition is 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1(a) (1)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements.

The requirement is for the continuing development of the DoD Computational Model Builder (CMB) for Multi-Dimensional Models which was developed by Kitware, Inc. The CMB is a suite of a cross-platform, client/server framework of tools to handle the pre and post processing of the numerous discipline-specific ERDC developed models that run on DoD High Performance Computers (HPC). These models are applied to solve a variety of problems such as groundwater and surface water flows, heat transport, particle tracking, etc. The CMB is based on problem definition concepts that have been in use for many years in the fluid mechanics and solid mechanics disciplines. The desktop applications cover the many steps necessary to pass from a conceptual description of a problem to be modeled, through mesh generation, boundary and initial condition assignment, creation of input files for a particular simulation code, and post processing. The CMB is built using a client/server framework thus allowing for memory and computationally intensive steps, such as mesh generation, to be shipped off to other platforms (e.g. HPC machines). Results can then be rendered on the server and sent back to the desktop client. This work will produce a robust multi-functional conceptual modeling environment that is applicable across domains.

The intended procurement will be classified under North American Industry Classification System (NAICS) 541511 with Small Business Size Standard of $27,500,000.00.

This notice of intent is not a request for competitive proposals and no solicitation document will exist for this requirement. However, parties interested in responding to this notice shall submit a capability statement, technical data, including price and sufficient documentation to determine technical capabilities in providing the same or similar product. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Tracey.M.Lowe@usace.army.mil with solicitation number referenced in the subject line no later than 12:00 PM CST on August 22, 2014. Oral communications are not acceptable in response to this notice.
