About this opportunity

U.S. Immigration and Customs Enforcement has awarded a sole-source IDIQ contract, 70CDCR26D00000029, under a limited sources justification for detention and transportation services at the Cibola and Torrance detention facilities, with an estimated total value of $136.96 million. The award date is April 30, 2026. The notice body lists the vendor and amount as unknown, but the attached justification identifies CoreCivic, Inc. as the awardee and states the estimated values of $44.62 million for Cibola and $92.35 million for Torrance.

The justification rests on a continuing, uninterrupted need for detention services in the El Paso Area of Responsibility. It states CoreCivic is the sole responsible source able to maintain continuous operations without disruption because it currently manages both facilities. The justification adds that losing these facilities would remove approximately 1,000 beds and disrupt ICE enforcement operations, and that no other sources have expressed interest.

The contract covers up to 1,955 beds across both facilities for 24 months, with guards, meals, medical care, transportation, and onsite hearings. The contractor supplies all personnel, equipment, and facilities. The work must comply with the ICE 2025 National Detention Standards, ACA Standards for Adult Local Detention Facilities, Standards for Health Services in Jails, NCCHC standards, and applicable state and local laws. The requirement is a hybrid firm-fixed-price and labor-hour IDIQ funded through multi-year Operations and Support appropriations for 2026 through 2029. Performance is at Cibola County Correctional Center and Torrance County Detention Facility in New Mexico. The notice lists No Set-Aside Used, NAICS 561612, and PSC S206.

These services are required to support ERO’s mission to safely detain illegal aliens while they await trial or deportation.
