About this opportunity
The National Nuclear Security Administration is modifying contract 89233122CNA000255 with the Desert Research Institute on a sole-source basis, increasing the contract ceiling by $3.7 million from $34,072,387.70 to $37,772,387.70, comprising $800,000 for Option Period 3 and $2.9 million for Option Period 4.
The justification for sole-source award rests on DRI's unique capability to perform the complete scope of specialized technical requirements across five subtasks: General NA-22 DNN R&D Mission Support; NA-221 Office of Proliferation Detection Program Support; NA-222 Office of Nuclear Detonation Detection Program Support; DNN R&D Nonproliferation Stewardship Program Support; and DNN R&D Project Management Support. Market research conducted via RFI on January 9, 2026, identified five interested vendors, but only DRI was determined capable of performing all work elements. The NNSA found no other responsible sources capable of executing the full Performance Work Statement, and DRI's position as a nonprofit Nevada System of Higher Education entity provides independent data critical to the mission.
Services include subcritical experiment safety, nonproliferation research, radiation safety, geology, hydrology, environmental protection and monitoring, cultural resources preservation, atmospheric sciences, and radioactive and non-radioactive transport mechanisms. Place of performance is the Nevada National Security Site, Nevada Test and Training Range, and 24 or more community monitoring locations across Nevada, Utah, and California. Statutory authority cited is 41 USC 3304(a)(1) under FAR Subpart 6.103-1. The contract includes a Task Assignment Clause requiring annual government review and approval of task plans and cost estimates.
