About this opportunity
The Department of Energy issued this Justification for Other Than Full and Open Competition to extend utility operations and maintenance services at the Savannah River Site (SRS) in Aiken, South Carolina through April 30, 2026. The extension, valued at approximately $17 million, covers a five-month period and includes electricity provision, operations and maintenance for transmission facilities and substations, upgrades to Station 14, and replacement of vintage transformers installed in the 1950s—specifically seven of the seventeen in-service transformers that require modernization. Dominion Energy South Carolina (DESC) is the sole designated utility services provider for SRS, governed by the South Carolina Public Service Commission, making it the only viable contractor for this essential infrastructure. The contract extension is necessary to bridge the gap between the current contract's expiration on November 30, 2025, and the anticipated award of a follow-on contract, as potential government staff furloughs and funding uncertainties could otherwise delay procurement and interrupt critical utility services to the Department of Energy facility. The pricing for this extension is considered fair and reasonable based on established escalation factors, regulated utility pricing structures, and historical contract performance data under the current contract DT0005213.
Notice text
The additional five-month extension shall allow DESC to continue to provide sufficient electricity to meet the full requirements of the Department of Energy, Savannah River Site (DOE-SRS), Aiken, South Carolina in accordance with the terms and conditions of Contract No. DT0005213 through April 30, 2026, pending award of the follow-on Contract. The current utility contract expires November 30, 2025. The up to five-month extension estimated price is approximately $17 million based on the existing requirements. The utility services include operations and maintenance services for the Site and upgrade of Station 14, and a spare transformer. The follow-on Contract shall include the Operations and Maintenance (O&M) Services for Transmission Facilities and Substations, in addition to upgrades of the 1950 vintage transformers. Specifically, transformers and associated equipment installed in 1952, seven (7) of the seventeen (17) in-services transformers are 1950s vintage.
Awarded contract GS00P06BSD0379 to unknown vendor for unknown amount on 2015-06-01.
