About this opportunity
The DOD Washington Headquarters Service has issued a Limited/Sole Source Justification Notice to increase the ceiling value of an existing Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Unmanned Aircraft Systems (UAS) services with the County of Grand Forks by $102,873,404.11, raising the total contract ceiling from $19,106,677.33 to $121,979,717.44. The contract, designated HQ003424D0009, was awarded to Grand Forks on August 5, 2025, to support UAS research, development, test and evaluation activities at the Northern Plains Unmanned Aircraft Systems Test Site in North Dakota. The sole source justification is based on Grand Forks' unique capabilities, including direct access to a military active-duty Air Force Base runway, 217 acres of adjacent base property, and essential infrastructure necessary for conducting UAS, Counter-UAS, and Air Traffic Control testing operations. The contract includes a base period from May 20, 2024, to May 19, 2025, with four additional option periods extending through November 19, 2029, supporting the Department of Defense's broader $4.015 billion investment in UAS offensive and defensive capabilities. Market research conducted in April 2025 evaluated five potential sites but confirmed that the Northern Plains UAS Test Site remains the only facility capable of meeting the DoD's specific requirements for these critical defense-related research and development activities.
