About this opportunity

The Department of Energy Office of Environmental Management has issued a sole-source justification for a technical assistance contract task order valued at approximately $20.75 million to support the Moab Uranium Mill Tailings Remedial Action (UMTRA) Project. The task order will be awarded to S&K Mission Support LLC for a 3.75-year period of performance to provide comprehensive technical assistance including program management, records management, training, information technology, safeguards and security, public affairs, property management, environmental support, quality assurance, safety, radiological protection, and administrative support. The DOE justifies the sole-source award as a logical follow-on to the original task order that S&K won through competitive bidding in February 2023, arguing that changing contractors would disrupt existing processes and relationships, particularly given the project's projected closure in March 2029. S&K has demonstrated excellent performance with "Excellent" and "Very Good" CPARS ratings during their current contract period from May 2023 to June 2025. The sole-source approach is deemed necessary for economy and efficiency while maintaining continuity of operations at the Moab site, with the task order remaining within the maximum ordering quantity of the master IDIQ contract and being issued before the contract's ordering period expires in September 2027.

Update #1 ·

The DOE has a requirement for continued technical assistance support at the Moab Uranium Mill Tailings Remedial Action (UMTRA) Project beyond the current, original task order’s period of performance. This is a justification for issuance of a new task order on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to the original task order. In February of 2023, the original task order’s solicitation gave all seven of the multiple-award Indefinite Delivery / Indefinite Quantity (IDIQ) contractors for the EMCBC Site TACs (awarded September 2022) a fair opportunity to be considered for Moab’s award. The winner of the competition was S&K Mission Support LLC (S&K), with an awarded period of performance of May 2023 to June 2025 after all contract options are exercised. The type of work that is proposed to be performed under the logical follow-on is the same as the services currently being performed and is, therefore, consistent with the scope described in the performance work statement of the master IDIQ contract and the original task order. The logical follow-on’s estimated cost/price is approximately $20,750,000, which, when combined with all other task orders, remains within the maximum ordering quantity of the master IDIQ contract. In addition, the logical follow-on will be issued prior to the end of the ordering period of the master IDIQ contract (ending September 2027).

Awarded contract 89303322DEM000085 to unknown vendor for unknown amount on 2023-02-01.
