About this opportunity
The U.S. Citizenship and Immigration Services extended task order #70SBUR22F00000112 under the Chief Information Officer–Solutions and Partners 3 (CIO-SP3) Small Business GWAC on a sole-source basis to ADG-REI Technology Ventures, LLC for an additional three-month performance period from September 25, 2026 through December 24, 2026.
USCIS invoked FAR 16.507-6(b)(2), asserting that ADG-REI possesses unique and highly specialized skills unavailable from competing contractors. The work encompasses IT development and security capabilities, vetting and identification enhancements, enterprise case management support, interactive communication integration with partner agencies (ICE, CBP, Department of State), security monitoring and patching, and Gold Card and D1/D2 program adjudication enhancements for the Electronic Immigration System (ELIS) and Global enterprise case management system. Market research confirmed no other contractors on EAGLE Next Generation contracts or GSA Multiple Award Schedule possess ADG-REI's required expertise. USCIS cited mission criticality, a pending GAO protest of the successor ODOS 3.1 competitive recompete, insufficient transition time for a new contractor, and lack of alternative vendors capable of performing at required quality levels. The original task order was competitively awarded in July 2022 and has been extended non-competitively through two prior modifications. The CIO-SP3 GWAC remains valid through October 29, 2026. The contracting officer determined the anticipated cost is fair and reasonable based on prior pricing under the CIO-SP3 GWAC and ODOS III competition.
