About this opportunity

The Mission and Installation Contracting Command (MICC) at Fort Sam Houston, acting on behalf of the U.S. Army Installation Management Command (IMCOM), issued a sole-source Justification for Exception to Fair Opportunity (JEFO) for the continuation of FirstNet wireless services and associated devices. The justification, authorized under FAR 16.505(b)(2)(i)(B), establishes that AT&T Mobility LLC is the only contractor capable of providing these highly specialized services, as AT&T serves as the exclusive provider of the National Public Safety Broadband Network (FirstNet) under a 25-year contract with the Department of Commerce. The firm-fixed-price task order, awarded under the Department of the Navy Spiral 4 Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (N00244-24-D-0005), will support approximately 3,565 first responders and emergency officials across 71 U.S. Army installations with prioritized and preemptive communication capabilities during critical incidents. The total estimated contract value is $22.6 million over a 5.5-year period of performance, including all options, with service delivery extending from October 30, 2025, through April 30, 2031.
