About this opportunity
This Limited/Sole Source Justification Notice is for the U.S. Department of Homeland Security's U.S. Citizenship and Immigration Services (USCIS) Transformation Delivery Division (TDD) to modify existing Outcome-based Delivery and DevSecOps Services (ODOS) III task orders. The justification cites the need to increase the number of DevSecOps teams from 39 to 45 in order to support new strategic and emergent mission-critical initiatives, including establishing a new process for certain noncitizen spouses, resolving A-number consolidation issues, and enhancing ELIS functionality. The JEFO states that only the current ODOS III vendors have the specialized skills and experience required to provide the needed services within the short timeline, and that waiting for the new ODOS IV recompete award would result in 15-18 month delays. The contract was awarded to an unknown vendor on 2024-07-31 for an unknown amount.
Notice text
This justification supports the agency’s requirement to continue ODOS III support. TDD needs
additional DevSecOps teams to manage the new strategic and emergent mission critical initiatives
resulting from DHS, White House and Congressional mandates for USCIS. The delivery timelines
of the requirements necessitate adding 8 teams to the existing ODOS III Task Orders, to supplement
the current resources that are already attempting to support this and related workloads. Waiting for
the new ODOS IV recompete to be awarded in September FY25 would result in delivery delays of
the emergent mission critical initiatives by 15-18 months.
Awarded contract HHSN316201200182 to unknown vendor for unknown amount on 2024-07-31.
