About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), under the Department of Commerce, has published a Special Notice seeking justification for an exception to fair opportunity procedures for a task order modification. This notice pertains to an extension of Task Order 1332KP20FNEEA0030 with Global Science and Technology, LLC (GST), which was originally issued under the Professional, Scientific, and Technical Services Program (ProTech) Indefinite Delivery, Indefinite Quantity (IDIQ) Satellite domain contract. The extension will provide an additional 12 months of performance, running from March 21, 2026 through March 20, 2027. The Special Notice was posted on March 31, 2026, with a deadline of April 15, 2026. This modification is being pursued as a logical follow-on purchase under the authority of FAR 16.501-6(b)(3), which permits sole-source extensions when justified by economy and efficiency considerations.
The underlying purpose of this task order extension is to provide continued management, administrative, engineering, and technical services to NOAA's National Environmental Satellite, Data, and Information Service (NESDIS) headquarters operations, including support to six staff sections and four supporting offices focused on strategic planning, policy development, and project management. NOAA's contracting officer has determined that extending the current task order is justified to avoid service disruption and duplicate transition costs during NESDIS's ongoing organizational transformation and realignment, while preserving GST's specialized expertise in satellite data processing and mission-critical system maintenance. The prices for this extension have been evaluated and determined to be fair and reasonable based on Independent Government Cost Estimate analysis, established ProTech IDIQ labor rates, and actual costs from current and prior task orders. There are no eligibility requirements listed for contractor participation, as this is a sole-source extension with an incumbent contractor. NOAA intends to pursue a competitive procurement for future requirements under the ProTech Satellite Domain IDIQ, with an anticipated award by March 2027.
