About this opportunity

The Naval Undersea Warfare Center Division Newport, acting on behalf of Naval Sea Systems Command, has awarded a sole-source task order to Woods Hole Oceanographic Institution (WHOI) for highly specialized engineering, technical, and programmatic support services on a Revolutionary FAR Overhaul 16.507-6(f) exception to fair opportunity basis. The award was made on September 18, 2026; the specific dollar value is not disclosed.

The justification cites FAR 16.505(b)(2)(i)(B), asserting that WHOI alone possesses the requisite hardware, software, and engineering expertise to execute requirements without causing unacceptable operational delays and substantial, non-recoverable duplication of costs. The basis centers on WHOI's unique and highly specialized knowledge of Remote Environmental Unit (REMUS) autonomous undersea vehicle systems, their NSA-approved encryption capabilities, existing dual-layered encryption implementation, and decades of accumulated technical knowledge. Services encompass concept studies, engineering development, software and firmware modifications, hardware modifications, and testing across multiple REMUS platforms including Project 1319, Fleet Modular Autonomous Undersea Vehicle (FMAUV), Yellow Moray Torpedo Tube Launch and Recovery (YM-TTL&R), Black Moray variant (BM-TTL&R), and associated systems including advanced acoustic communications, optical communications, and navigation interfaces. Deliverables include system evaluations, design analysis, cybersecurity and operational software development, submarine launch and recovery hardware modifications, prototype payload and sensor integration, multi-level testing, technical documentation supporting NAVSEA certification and cybersecurity approval, at-sea training and installation support, and maintenance and repair services. Fair and reasonable cost will be determined through a Business Clearance Memorandum prior to task order award. The redacted justification document is attached to this post-award notice.
