About this opportunity

The Department of the Army Corps of Engineers Engineering District Mobile issued this Limited / Sole Source Justification Notice for a four-month contract modification (January 28 to May 28, 2026) to extend Operations and Maintenance services at Brooke Army Medical Center (BAMC) in Joint Base San Antonio, Texas. The justification, authorized under 10 U.S.C. 3204(a)(2) and RFO 6.103-2, supports the award to incumbent contractor J & J Maintenance, Inc., as the only capable source to prevent service disruption during the transition to a replacement Texas Region IDIQ contract anticipated to commence June 1, 2026. BAMC, a 425-bed Level I Trauma Center spanning approximately 4 million square feet and serving over 8,816 personnel with more than 4,064 daily outpatient visits, requires continuous 24/7/365 O&M services including emergency system testing, preventative maintenance, generator testing, building automation system monitoring, and medical gas inspections and certifications necessary for Joint Commission accreditation compliance. The extension became necessary due to unforeseen delays caused by a 43-day government shutdown and Project Labor Agreement negotiations with local unions that impacted the source selection process. Award of this modification to any other contractor would introduce unacceptable delays and require a duplicative 60-day phase-in period, risking loss of facility accreditation, mission failure, and compromised patient care for active duty personnel, retirees, and their families, with funding provided through FY26 Defense O&M appropriations.

Notice text

BAMC is the United States Army and Department of Defense’s (DoD) only Continental Unites States ten story Level I Trauma Center at approximately 4M square feet with a rooftop and a ground level Heliport. BAMC is home to the DoD’s Burn Center, Bone Marrow Transplant Center, and Traumatic Brain Injury Research. BAMC contains 34 Operating Rooms, two Oral Maxillofacial Surgery Suites, two Labor & Delivery Suites, and two Burn Center Suites, and more. BAMC is an extremely busy place with a military, civilian, and contract staff exceeding 8,816 personnel, and patient and beneficiary encounters exceeding 4,064 outpatient visits per day. Under the modification to contract W9127822C0027, the contractor will continue to maintain the day to day (24/7/365) O&M for the medical facilities at BAMC. O&M services at BAMC include, but are not limited to emergency system testing, preventative maintenance and repair, generator testing, building automation systems monitoring and inspection/maintenance, medical gas inspections/certifications. These services keep the medical center operational and in line with accreditation requirements. 10 USC 3204(a)(2) as implemented by Revolutionary FAR Overhaul (RFO) 6.103-2, allows that when the supplies or services required by the agency are available from only one responsible source, or, for DoD, from only one or a limited number of responsible sources, and no other type of
supplies or services will satisfy agency requirements, full and open competition need not be provided for. 10 U.S.C. 3204(a)(2), as implemented by RFO 6.103-2, further provides that services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award
to any other source would result in (B) Unacceptable delays in fulfilling the agency’s requirements.

Modification P00030 was awarded on 27 January 2026, with an effective date of 28 January 2026.

Awarded contract W9127822C0027 to unknown vendor for unknown amount on 2026-01-27.
