About this opportunity
The Department of the Army Corps of Engineers Engineering Support Center Huntsville has issued a Limited / Sole Source Justification Notice to extend the Energy Savings Performance Contracts (ESPC) III Multiple Award Task Order Contract (MATOC) for three years, from 8 May 2025 to 7 May 2028. The extension will increase the contract's total capacity by $43.9 million, raising it from $1.5 billion to $1.543 billion, and currently involves 17 contractors focused on energy conservation projects across military installations. The justification supports ongoing Deep Energy Retrofit (DER) assessments aimed at reducing building energy consumption by 40%, with projects planned for locations including Fort Liberty, Fort Drum, and West Point. While the original contract was competitively awarded in 2015 to 14 contractors (13 large businesses and one small business), the current MATOC includes 17 contractors and serves as a bridge to the upcoming ESPC IV MATOC, which is anticipated to have 20 total awardees. The firm-fixed-price contract will continue to facilitate comprehensive energy audits, third-party financing, and guaranteed energy cost savings initiatives across military infrastructure.
