About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base has awarded a sole-source IDIQ contract to The Boeing Company, Defense, Space & Security Division (CAGE 96AJ0) for sustainment of the QF-16 Full Scale Aerial Targets program on a non-commercial basis under 10 USC 3204(a)(1).
Boeing is the only responsible source due to exclusive data rights to the QF-16 technical data packages, specialized systems integration expertise and tooling, and substantial duplicative costs that would result from introducing a new competitor. The QF-16 is a military-specific modification of retired F-16 fighter jets equipped with remote-control systems, flight termination capabilities, and specialized avionics for aerial target training and weapons testing. Sustainment services include on-site Field Service Representatives, engineering and technical support, maintenance material and spares, out-of-warranty repairs, specialized tooling and test equipment, asset management, technical data provision, and System Engineering Management Planning. The contract will employ a mix of Firm Fixed Price, Cost Plus Fixed Fee, and Time and Materials contract types based on risk and historical data. The award was made September 25, 2026, with anticipated execution in the fourth quarter of FY2026. Price reasonableness will be established through compliance with FAR Parts 30, 31, and Subpart 15.4, including certified cost or pricing data. Market research was conducted through a Sources Sought Synopsis posted on SAM.gov from February 19 to March 19, 2025, which generated five company responses. The contracting activity is AFLCMC/WAMK (Contracting Officer Benjamin S. Price).
